Management Framework Workshop
Recreational statistics are collected for three key purposes:
- to estimate participation in and catch for recreational fisheries;
- as input for stock assessments;
- and as direct input for management decisions.
One of the NRC report's conclusions was that “the designs, sampling strategies, and collection methods of recreational fishing surveys do not provide adequate data for management and policy decisions”. A crucial first step in redesigning the recreational statistics programs will be to obtain input from data users - fisheries managers, policy makers and assessment scientists, to ensure their views on current and projected data needs are well understood, allowing the program to be enhanced within this context. Data collection programs must be carefully aligned with the data needs of stock assessment scientists and fisheries managers to meet their objectives.
Objective: To understand the current and projected demand for recreational statistics for information, analysis, management and policy purposes to ensure redesigned data collection programs are aligned with data users' needs.
Outcomes/products: A detailed set of requirements for recreational data and statistics to meet current and projected data needs of managers, assessment scientists and policy makers will be generated. Input should be of sufficient detail to allow use in prioritizing investments in improving data collections.
Participants: The meeting should be attended by representatives of Fisheries Management Councils, interstate commissions, states, industry, NGOs, outside expert consultants, and NOAA Fisheries.
Disciplines:Fisheries managers, policy makers, stock assessment scientists, statisticians, survey experts, economists.
Format: The 2 1/2 day workshop will begin with a plenary session. Keynote speakers will give an overview of the National Research Council study and findings, and will explain the workshop agenda, objectives and expected outcomes. Facilitated breakout groups will follow the plenary session. Breakout sessions will pair data users with data collectors and outside experts on survey design to identify gaps in data requirements. Participants will reconvene to report and discuss findings and recommendations.
